The wind, measured, not folklore

The wind here is documented, and the primary source is the Wyoming Climate Atlas published by the State Climate Office through the University of Wyoming's Water Resources Data System. Per the Climate Atlas wind chapter, Wyoming ranks first in the US in annual average wind speed at 12.9 mph, winter brings frequent periods of 30 to 40 mph wind with gusts of 50 to 60 mph, and the windiest locations in the state include Rawlins, Laramie, Cheyenne, and Casper. The same source names Lander and Sheridan as the calmest of the reporting stations, which is worth knowing if you are pricing a roof in Sheridan: calmer is relative in Wyoming, not calm.

The National Weather Service treats southeast Wyoming wind as its own forecast problem. What does that do to a roof? Wind accelerating over a ridge or an eave creates negative pressure, suction that tries to peel the roof covering upward, hardest at corners, rakes, and edges. Asphalt shingles resist it with adhesive strips and nails through a thin mat. A metal roof resists it with a continuous interlocked panel system fastened to the structure, which is why metal is the material this state's conditions keep pointing at. The system only works, though, if it is specified against the right number, and that number varies by county.

Design wind values, county by county

Wyoming has no mandatory statewide building code; code adoption runs city by city and county by county, a status tracked on the International Code Council's Wyoming adoption page. Two things to take from the table. First, the numbers are local: a roof detailed for Casper's published values is not automatically detailed for Cheyenne's, and neither touches Teton County's snow load, which runs four to nearly six times the 30 psf the plains jurisdictions publish. Second, the number your bid should reference is your building office's, so the city pages here (Casper, Cheyenne, Laramie, Gillette, Sheridan, Jackson) each name the office that holds it.

How a metal roof resists uplift

Three details carry the uplift load on any metal roof, and they are the spine of every service page on this site. The panel profile decides how panels join: standing seam panels interlock along raised vertical seams with the fasteners concealed beneath, while exposed fastener panels overlap and screw straight through the face. The clip and fastener system decides how the panel grips the structure: concealed clips let standing seam panels float with thermal movement while staying anchored. And the fastening pattern decides where the grip concentrates: spacing tightens at eaves, ridges, and corners because that is where suction peaks. Uplift resistance is not a matter of opinion, because it is tested. Per Sheffield Metals' learning center (manufacturer-published), UL 580 tests complete roof assemblies in classes 30, 60, and 90, with Class 90 the highest and the test run in 120-minute phases; UL 1897 continues the UL 580 procedure to failure; and ASTM E1592 applies uniform static pressure to standing seam systems. The practical use of all this: ask any bidder which tested assembly they are quoting and how it maps to the county design value above. A roofer fluent in that question is a different animal from one who answers in colors and warranties.

The standing seam versus exposed fastener choice runs through the same lens. Exposed fastener panels cost less and go on faster, but they rely on hundreds of gasketed screws whose washers age in sun and cold while wind works the panels. Standing seam concentrates the engineering in the seam and clip, which is why it is the common answer on open, hard-blown Wyoming sites. Neither is wrong everywhere; the exposure decides. The rules: one statute, no license

Here is the fact this whole site is built around: Wyoming has no statewide license or registration for roofers, or for general contractors. No Wyoming statute creates one. The only construction trade licensed statewide is electrical, through the Wyoming State Fire Marshal's Electrical Safety division, which runs statewide electrician licensing with master and journeyman exams. The one statewide law aimed at roof work is consumer-contract protection, not licensing: Wyo. Stat. 40-12-701 through 40-12-706, the Exterior Storm Damage Repair Contracts act, enacted as 2017 Senate File 0127 and effective July 1, 2017. It requires written disclosures in storm damage repair contracts, gives the homeowner a right to cancel within three business days of signing, or within three business days after the insurer denies the claim in whole or in part, and bars the contractor from paying or rebating any portion of an insurance deductible or acting as an insurance adjuster or consultant on the claim.

Read that statute for what it is: real protection you already have after a hailstorm, and proof of the gap. It creates no license, no exam, and no competency check. If a door-knocker offers to "cover your deductible" after a storm, the offer itself is illegal under 40-12-702, which is the fastest character test Wyoming law hands you.

Licensing, where it exists at all, is city by city. Six programs cover the state's larger towns:

Sheridan Contractor licensing through the city Building Official with liability insurance and a surety bond; a building permit applies to work over $3,000, and roofing sits on the simple-permit list, per the city building department.
Jackson Licenses issued by the Town of Jackson are valid in both the town and unincorporated Teton County, via a Certificate of Qualification card, then the license.

Outside those six programs, a Wyoming homeowner has no license to check. Not a weaker one. None.

The pattern across sources: standing seam runs roughly three to four times an entry asphalt roof up front, and exposed fastener metal lands between them.
